Vote to concur with House amendments and pass a bill that requires nonprofit organizations that make campaign contributions to disclose information about their donors, effective July 1, 2014.

Highlights:

• Requires a “multipurpose organization” to disclose a list of individuals who have donated at least $1,000 in a 1-year period if the organization meets certain conditions including, but not limited to, the following (Sec. 6):
• The organization has contributed at least $50,000 in a 1-year period to oppose or support a state ballot measure or candidate; or
• The organization has contributed at least $100,000 in a consecutive 4-year period to oppose or support a state ballot measure or candidate.

• Defines “multipurpose organization” as a certain kind of organization, including, but not limited to, the following (Sec. 6):
• A tax-exempt nonprofit organization;
• A federal or out-of-state political organization;
• A professional association; or
• Any other organization that is operating for purposes other than making contributions to oppose or support a state ballot measure or candidate.

• Exempts an individual from being included on the donor list established by the provisions of this bill if the individual prohibits his or her donation from being used as a contribution to oppose or support a state ballot measure or candidate (Sec. 6).

• Requires a committee that was formed to oppose or support a state ballot measure or candidate and that has raised at least $1 million to disclose and maintain a list of the donors who made the 10 largest cumulative contributions, over $10,000, to the committee (Sec. 7).
