Title: Prohibits Funds from Being Used for Guantanmo Bay Operations

Highlights:

  • Prohibits funds from being used for Guantanamo Bay operations, beginning December 31, 2016.
  • Appropriates funds to construct or modify a facility in the United States to house an individual detained at Guantanamo Bay beginning October 1, 2009 for the purpose of imprisonment and to transfer such individuals to the United States.
  • Requires the president to submit a plan to Congress no later than 30 days before the transfer of an individual detained at Guantanamo Bay to the United States that includes the following information:
    • A notice of the proposed transfer; and 
    • An assessment of potential risks to public safety in connection to the proposed transfer.
  • Requires the president to submit a plan to congressional defense committees no later than 60 days after the enactment date of this act that includes, but is not limited to, the following information:
    • The location to which an individual detained at Guantanamo Bay will be transferred;
    • The proposal for the detention and treatment of an individual who is a suspected terrorist; and
    • The estimation of the costs associated with the construction of detention facilities to house individuals detained at Guantanamo Bay.
  • Reduces the funds appropriated for Guantanamo Bay operations from $92.8 million to $23.8 million.  
  • Specifies that the funds available for military construction projects at Guantanamo Bay are reduced by $69 million.
