Title: Prohibits Funds from Being Used to Implement the New START Treaty

Vote to adopt an amendment to HR 4435 that prohibits funds appropriated to the Department of Defense from being used to implement the New START Treaty.

Highlights:

  • Prohibits the funds appropriated to the Department of Defense for fiscal year 2015 from being used to implement the “New START Treaty” until the Secretary of the Department of Defense certifies the following to the “appropriate congressional committees”:
    • Russian armed forces are not illegally occupying Ukrainian territory;
    • Russia is “respecting the sovereignty” of all Ukrainian territory; and
    • Russia is in compliance with the Intermediate-Range Nuclear Forces Treaty (INF Treaty), the Treaty on Conventional Armed Forces in Europe (CFE Treaty), and the “New START Treaty”. 
  • Defines “New START Treaty” as the treaty signed on April 8, 2010 between the United States of America and Russia on measures for the reduction and limitation of strategic offensive arms.
  • Defines “appropriate congressional committees” as the following committees:
    • The Committee on Armed Services and the Committee on Foreign Relations of the Senate; and
    • The Committee on Armed Services and the Committee on Foreign Affairs of the House of Representatives.
