Vote to concur with Senate amendments and pass a bill that authorizes in-state tuition for non-citizen individuals.

Highlights:

• Requires state universities, Florida College System institutions, school district career centers, and charter technical career centers to waive out-of-state fees for a non-citizen student, if he or she meets the following requirements (Sec. 5):
• He or she attends 3 consecutive years of secondary school in Florida immediately before high school graduation; 
• He or she applies for enrollment in an institution of higher education within 24 months after graduation; and 
• He or she submits an official Florida high school transcript as documentary evidence of attendance and graduation. 

• Prohibits a dependent child, who is a United States citizen, from being denied classification as a resident for tuition purposes, based on the immigration status of the individual’s parent (Sec. 6). 

• Authorizes an individual who physically resides in Florida to be classified as a resident for tuition purposes, if he or she marries an individual who meets the 12 month residency requirement and who is a legal resident of this state (Sec. 6). 

• Specifies that a student who is granted an out-of-state fee waiver is not eligible for state financial aid and must be reported as a nonresident student for purposes of calculating system-wide total enrollment (Sec. 5).

• Increases the state university resident undergraduate tuition from $103.32 to $105.07 per credit hour (Sec. 4). 

• Increases the standard tuition for Florida College System institutions by the following amounts (Sec. 3): 
• From $68.56 to $71.98 per credit hour for residents and non-citizen individuals enrolled in advanced and professional, postsecondary vocational, developmental education, and educator preparation institute programs; 
• From $205.82 to $215.94 per credit hour for out-of-state students enrolled in advanced and professional, postsecondary vocational, developmental education, and educator preparation institute programs; and
• From $87.42 to $91.79 per credit hour for residents enrolled in baccalaureate degree programs.
