Title: Amends Gas Tax

Vote to pass a bill that increases the gas tax.

Highlights:

  •  Increases the road toll on a gallon of motor fuel by multiplying the toll rate of the previous 12 month period by the following fraction (Sec. 3):
    • The annual average Consumer Product Index of 2013 as the numerator; and 
    • The annual average Consumer Product Index for 2003 in the denominator. 
  • Authorizes the state treasurer to issue bonds to provide funds for the widening of Interstate 93 from Salem to Manchester (Sec. 4).
  • Appropriates revenues collected from adjustments in toll rates that exceed $0.18 per gallon to the following for the fiscal year ending June 30, 2015 (Sec. 3):
    • $12 million for the district rehabilitation program to be distributed equally among the 6 highway districts;
    • $13.2 million for the district resurfacing program to be distributed equally among the 6 highway districts; and
    • All remaining funds for state bridge aid for municipal bridges.
  • Appropriates revenues collected from adjustments in toll rates that exceed $0.18 per gallon to the following for the fiscal year ending June 30, 2016 (Sec. 3):
    • Debt service payments for bonds issued by this bill;
    • $8.1 million for the district rehabilitation program to be distributed equally among the 6 highway districts;
    • $13.2 million for the district resurfacing program to be distributed equally among the 6 highway districts;
    • $6.8 million for state bridge aid for municipal bridges; and
    • All remaining funds for the highway and bridge betterment account.
  • Appropriates revenues collected from adjustments in toll rates that exceed $0.18 per gallon to the following for the fiscal year ending June 30, 2017 and each fiscal year thereafter (Sec. 3):
    • Debt service payments for bonds issued by this bill;
    • $6.8 million for state bridge aid for municipal bridges; and
    • All remaining funds for the highway and bridge betterment account.
  • Requires the Department of Transportation to eliminate the northbound and southbound ramp tolls for exit 12 on the Everett turnpike in Merrimack (Sec. 7).
  • Establishes a committee to study the effectiveness and efficiency of the Department of Transportation (Sec. 8).
