Highlights:

  • Extends the start date for the Board of Education to annually grade and report the performance of each public elementary and secondary school on an A-to-F grade system, from October 1, 2014 to October 1, 2016 (Sec. 1).
  • Requires the board to develop and submit a preliminary plan for an A-to-F school performance grading system to the Chairman of the House Committee on Education and the Chairman of the Senate Committee of Education and Health by January 1, 2015, based on certain criteria, including, but not limited to, the following (Sec. 1):

    • Any other factors the board deems necessary to produce a full and accurate grade.
  • Requires the board to provide notice and solicit public comment on the preliminary school performance grading system plan by July 1, 2015 (Sec. 1).
  • Requires the board to finalize the school performance grading system, make a summary of the system available to the public, and submit a summary of the system to the Chairman of the House Committee on Education and the Chairman of the Senate Committee of Education and Health by December 1, 2015 (Sec. 1).
  • Sen. Norment is not listed on the vote breakdown because his vote did not accurately reflect his intentions; he initially voted “Nay” but changed his vote to “Yea” after the roll call.
