Title: Establishes the Aging Nebraskans Task Force

Vote to override a veto of a bill that establishes the Aging Nebraskans Task Force.

Highlights:

  • Establishes the Aging Nebraskans Task Force to develop and facilitate the implementation of a statewide strategic plan for addressing the needs of the aging population in the state (Sec. 2). 
  • Requires the task force to create a strategic plan for long-term care services which includes, but is not limited to, the following strategies (Sec. 2):
    • The promotion of independent living through services and support that enable an individual to live in the setting of his or her choice;and
    • The development of an evaluation process for home and community-based long-term care services and support. 
  • Requires the task force to work with certain organizations to establish “effective community collaboration” on topics related to long-term care services, including, but not limited to, the following organizations (Sec. 2):
    • Nursing home and assisted-living residence providers;
    • Senior citizen centers;
    • Advocates for elder services and programs; and
    • Seniors statewide. 
  • Requires the state Department of Health and Human Services to apply to the United States Department of Health and Human Services for a grant under the State Balancing Incentive Payments Program by July 31, 2014 (Sec. 1).
  • Requires funds from the grant to be used to develop a “comprehensive and coordinated” system of home and community-based long-term care services (Sec. 1). 
  • Specifies that the task force will terminate on June 30, 2016, unless extended by the legislature (Sec. 4).

NOTE: A THREE- FIFTHS MAJORITY OF THE ELECTED MEMBERS IS REQUIRED TO OVERRIDE A GOVERNOR'S VETO.
