Vote on a motion to adopt an "ought to not pass" report for a bill that establishes the Affordable Heating from Maine's Forest Fund.

Highlights:

• Establishes the Affordable Heating from Maine’s Forests Fund to fund investments that reduce residential heating costs (Sec. 2). 

• Appropriates $500,000 from the Public Reserved Lands Management Fund to the Affordable Heating from Maine’s Forests Fund on each of the following dates (Sec. 2): 
• March 1, 2014; and
• July 1, 2014.

• Appropriates certain funds from the Public Reserved Lands Management Fund to the Affordable Heating fund beginning July 1, 2015 and on July 1 each year thereafter, under the following circumstances (Sec. 2): 
• $1.25 million if more than 170,000 cords of wood were harvested from the public reserved lands during the prior fiscal year; or
