    • A measure that amends the Internal Revenue Code.
  • Specifies that this budget assumes the conversion of the federal share of Medicaid spending into a flexible state allotment that is indexed for inflation and population growth (Sec. 401).
  • Specifies that this budget assumes the conversion of the Supplemental Nutrition Assistance Program (SNAP) into a state allotment “tailored” to meet each state’s needs, and requires “more stringent” work requirements and time limits under the Program (Sec. 401).
  • Specifies that Congress should enact legislation that provides for “comprehensive reform” of the U.S. tax code including, but not limited to, reducing the corporate tax rate to 25 percent and repealing the Alternative Minimum Tax (Sec. 602).
