Title: Baseline Reform Act of 2014

Vote to pass a bill that removes from the budget baseline formula automatic inflation for future fiscal year budgets and requires the Congressional Budget Office to report on the Long-Term Budget Outlook for the next 40 fiscal years.
Repeals certain adjustments to the budget baseline formula used to calculate for the budget year and the following 9 years of discretionary spending including, but not limited to, adjustments for inflation (Sec. 2).
Requires the Congressional Budget Office to submit the “Long-Term Budget Outlook” for the fiscal year commencing on October 1 of that year and at least the following 40 fiscal years to the Budget Committees of the House of Representatives and Senate by July 1 of each year (Sec. 2).
