Highlights:

• Requires an application made in person for an absentee ballot to be received Monday to Friday between the hours of 8:00 AM and 7:00 PM each day (Sec. 1).

• Limits the number of hours a municipality may make available for accepting in-person absentee ballots to 45 hours each week (Sec. 1). 

• Requires the municipal clerk or election official to witness the certificate for an in-person absentee ballot cast (Sec. 1). 

• Prohibits an application for an absentee ballot from being received on a legal holiday (Sec. 1).

• Requires the state to reimburse 50 percent of the compensation paid to an individual hired by a municipality to assist in receiving absentee ballots in person, while not exceeding compensation of 45 hours a week for each individual (Sec. 2d).
