Title: Expands Medicaid Eligibility

Vote to pass a bill that expands Medicaid eligibility and establishes a managed care system.

Highlights:

  • Establishes a commercial managed care system for the MaineCare program, in which the Department of Health and Human Services will pay monthly private managed care plans for enrolled members (Sec. A).
  • Expands MaineCare coverage to individuals who qualify under federal law with incomes up to 133 percent of the nonfarm income official poverty line, plus 5 percent for the applicable family size, on the following dates (Sec. B):
    • Beginning July 1, 2014, for adults between 21 and 64 years of age; and
    • Beginning October 1, 2019, for adults between 19 and 20 years of age. 
  • Specifies that Medicaid expansion is automatically repealed if the following conditions are met (Sec. B):
    • If federal funding is reduced below 100% for any calendar quarter in 2014, 2015, or 2016;
    • If the legislature has convened and conducted a session of at least 30 calendar days; and
    • December 31, 2016 (Sec. B).
  • Requires the Health and Human Services Department to conduct studies that will evaluate the cost and health impacts of Medicaid expansion (Sec. C).
  • Establishes a savings plan to ensure that waiting lists for adults with intellectual disabilities and autism to receive applicable Medicaid services do not exceed 6 months, effective January 15, 2015 (Sec. G).
