Title: Authorizes Veterinarians to Work at Nonprofit Spay Neuter Clinics

Vote Smart's Synopsis:

Vote to pass a bill that expands the types of authorized veterinary practices and authorizes veterinarians to work at nonprofit spay and neuter clinics.

Highlights:

  • Expands the types of veterinary facilities authorized to practice veterinary medicine to include a “spay neuter clinic” which would be limited to only offering spay and neuter services and  1 year rabies shots only at the time of a surgery (Sec. 2).
  • Exempts a licensed veterinarian who is employed by a spay and neuter clinic that is operated by a nonprofit organization from current state law which requires a veterinarian to be employed only by a practice operated by a licensed veterinarian (Sec. 2).
  • Requires a spay neuter clinic to have a service contract for after-hour emergencies with a full-service veterinary facility that provides emergency and after-hour care (Sec. 2).
  • Rep. Steve Hurst is not listed on our vote breakdown because his vote did not accurately reflect his intentions; he initially voted "Nay" but changed his vote to "Yea" after the roll call.
