Highlights:
  • Requires a voucher-eligible child care provider to write and comply with a policy describing how they maintain safety in their facility, grounds, and motor vehicles used to transport children (Sec. 3).
  • Requires a voucher-eligible child care provider to schedule and make available the following provisions to the children in their care (Sec. 3):
    • Provide daily, age and developmentally appropriate activities, including active play, quiet play, and outdoor play when health and weather permit it; 
    • Provide appropriately timed, nutritious meals and snacks; and
    • Provide constant access to drinking water.
  • Requires a voucher-eligible child care provider to follow standards established by the Division of Family Resources for group size and child to staff member ratios (Sec. 4).
  • Prohibits the standards established by the Division of Family Resources from addressing religious instruction or activities (Sec. 2).
  • Requires an individual employed or volunteering for any voucher-eligible child care provider to complete at least 12 hours of continuing education per year related to child safety, care, and education, unless the individual is a parent, guardian, or relative to each child in his or her care (Sec. 5).
  • Requires an individual employed or volunteering for any voucher-eligible child care provider to receive training on detecting and preventing child abuse within his or her first 3 months of work and to report any suspected child abuse or neglect of a child in his or her care (Secs. 5 & 6).
  • Authorizes the continuing education requirement for voucher-eligible child care providers to include the following topics (Sec. 5):
    • Training concerning the detection and prevention of child abuse as required by the provisions of this bill;
    • Training concerning cardiopulmonary resuscitation; and
    • Training concerning safe sleep practices.
  • Requires a voucher-eligible child care provider to notify the parent or legal guardian of a child and the division within the following timeframes if certain things occur while the child is in the provider’s care (Sec. 9):
    • The provider will notify the parent or legal guardian of a child immediately, and the division within 24 hours, if the child suffers a “bodily injury;”
    • The provider will notify the parent or legal guardian of a child immediately, and the division within 24 hours, if the child suffers a “serious bodily injury” that requires the care of a medical professional; and
    • The provider will notify the parent or legal guardian of a child and the division immediately if the child dies.
