Vote to pass a bill that amends customer participation requirements in certain energy efficiency programs.

Highlights:

• Authorizes an “industrial customer” to “opt out” of participating in an energy efficiency program by providing notice to the electricity supplier before July 1, 2019 (Sec. 1).

• Prohibits an “industrial customer” from “opting out” of participating in an energy efficiency program after June 30, 2019 (Sec. 1).

• Defines “industrial customer” as an individual who receives services at a single site constituting more than 1 megawatt of electric capacity form an electricity supplier (Sec. 1).

• Requires the Indiana Utility Regulatory Commission to prepare a status report on all energy efficiency programs implemented by the Commission for the regulatory flexibility committee and the legislative council no later than August 15, 2014 (Sec. 1).

• Requires the status report of the Commission to consider certain criteria including, but not be limited to, the following criteria (Sec. 1):
• The status and effectiveness of all energy efficiency programs;
• The program costs to date;
• The actual impact of program costs on customer rates; and
• The methods to better align the interest of customers and electricity suppliers.

• Prohibits the Commission from extending, renewing, or requiring the establishment of an energy efficiency program after December 31, 2014 (Sec. 1).

Highlights:

• Authorizes an industrial customer who receives at least 1 megawatt of electric capacity at 1 site from a public utility to opt out of an energy efficiency program that is established or sponsored by the Indiana Utility Regulatory Commission or a public utility (Sec. 1).

• Requires the Indiana Utility Regulatory Commission to prepare a status report on all energy efficiency programs implemented by the Commission for the regulatory flexibility committee and the legislative council no later than August 15, 2014 (Sec. 1).
