Highlights:

  • Prohibits a pharmaceutical-grade marijuana licensed facility from selling marijuana to anyone except a licensed pharmacist, a licensed retail pharmacy, or another pharmaceutical-grade marijuana licensed facility (Sec. 8401).
  • Authorizes the department to issue a pharmaceutical-grade marijuana registration card to the following eligible patients who have surrendered any other medical marijuana registration card (Secs. 8152 & 8154): 
    • A patient who is at least 18 years of age and has obtained 1 physician’s recommendation; and
    • A patient who is under 18 years of age and has obtained 2 physicians’ recommendations.
  • Amends the classification of marijuana from a Schedule 1 to a Schedule 2 controlled substance, if it is produced and sold according to the provisions of this bill and if the classification is authorized by federal authority (Sec. 7212).
