Title: Amends State School Testing Programs

Vote to concur with Senate amendments and pass a bill that establishes the Measurement of Academic Performance and Progress education assessment program.

Highlights:

  • Establishes the Measurement of Academic Performance and Progress (MAPP) to replace the Standardized Testing and Reporting Program (STAR), starting in the 2013-2014 school year (Sec. 15).
  • Requires the MAPP to be composed of the following assessments (Sec. 15):
    • An assessment in English language arts and mathematics for grades 3-8, and 11 that measures content standards adopted by the State Board of Education; and
    • An assessment in science for grades 5, 8, and 10 that measures content standards adopted by the State Board of Education, until a successor assessment is implemented.
  • Requires the state to administer assessments through technological means “whenever feasible” (Sec. 4).
  • Requires the assessments in English language arts and mathematics to be field tests during the 2013-2014 school year (Sec. 15).
  • Requires that the first full administration of the MAPP assessments in English language arts and mathematics be during the 2014-2015 school year, unless the assessments cannot be “fully implemented” at the time (Sec. 24).
  • Authorizes the Superintendent, with the approval of the State Board, to withhold reporting Academic Performance Scores for the 2013-2014 and the 2014-2015 school years due to a determination that they would compromise comparability of results across school districts (Sec. 1).
  • Requires a local education agency to pay for all expenses if they choose to administer the STAR (Sec. 15).
  • Requires the Superintendent to submit recommendations no later than March 1, 2016 to the State Board on expanding the MAPP for additional assessments, including, but not limited to, history, social science, technology, and visual and performing arts (Sec. 15).
