Title: Expands Medicaid Coverage

Vote to concur with Senate amendments and pass a bill that expands Medicaid coverage.

Highlights:

  • Expands Medicaid coverage under the Patient Protection and Affordable Care Act to include the following individuals (Sec. A):
    • An individual that is 20 to 64 years of age whose family income is below or equal to 125 percent of the nonfarm income official poverty line;
    • A female non-citizen legally admitted to the United States who is pregnant or has delivered up to 60 days prior; and
    • A non-citizen legally admitted to the United States who is under 21 years of age.
  • Expands Medicaid coverage under the Patient Protection and Affordable Care Act to include the following individuals who are otherwise not eligible for medical assistance (Sec A):
    • Beginning January 1, 2014, an individual that is 20 to 64 years of age whose family income is below or equal to 133 percent of the nonfarm income official poverty line, plus 5 percent for the applicable family size; and
    • Beginning October 1, 2019, an individual that is 19 or 20 years of age whose family income is below or equal to 133 percent of the nonfarm income official poverty line, plus 5 percent for the applicable family size.
  • Requires the Office of Fiscal and Program Review to hire a private, nonpartisan research group to study the effects of the Medicaid expansion (Sec. C).
  • Reduces the Federal Medical Assistance Percentage from 100 percent in 2014, 2015, and 2016 to the following percentage levels (Sec. A):
    • 95 percent in 2017;
    • 94 percent in 2018;
    • 93 percent in 2019; and
    • 90 percent in 2020.
