Vote to adopt a conference report that amends voting procedures.

Highlights:

• Authorizes county officers in charge of elections to send a notice to the following registered voters by December 1 of each even numbered year (Sec. 2): 
• To each voter on the permanent early voting list; and 
• To those who did not vote using an early ballot in both of the 2 most recent federal primary and general elections. 

• Requires voters who received this notice to do the following in order to remain on the permanent early voting list (Sec. 2):
• To confirm in writing on the notice their desire to remain on the permanent early voting list; and
• To return the completed notice containing their address and date of birth signed by the voter to the officer in charge of elections.

• Requires county officers in charge of elections to remove voters failing to return the notice within 30 days from the permanent early voting list (Sec. 2). 

• Authorizes voters to designate an individual to return the voter’s early ballot to the election office that the ballot came from (Sec. 5).

• Prohibits voters from having paid or volunteer workers of political committees or other groups and organizations from collecting or returning voters’ early ballots and classifies a violation of this provision to be a Class 1 misdemeanor (Sec. 5).

• Requires nomination petitions of candidates to have the following number of signatures (Sec. 1): 
• For candidates for United States Senator or state offices, at least 1/6 of 1 percent of the voter registration in at least 3 state counties and between 1/6 of 1 percent and 10 percent of the total voter registration in the state;
• For candidates for United States Representative, between 1/3 of 1 percent and 10 percent of the total voter registration in the candidate’s district; or
• For candidates for members of the state legislature, between 1/3 of 1 percent and 3 percent of the total voter registration in the candidate’s district.

• Specifies that if the Secretary of State makes a finding regarding a violation of campaign finance laws by the Attorney General, the Secretary of State shall notify the county attorney who may serve the Attorney General an order requiring compliance with that provision (Sec. 5).

• Requires individuals using the initiative or referendum process to “strictly” comply with state constitutional and statutory requirements (Sec. 6).
