  • Ratifies the tribal-state gaming compacts with the North Fork Rancheria Band of Mono Indians and the Wiyot Tribe (Sec. 1).
  • Exempts North Fork Rancheria Band of Mono Indian projects and Wiyot Tribe projects from compliance with the California Environmental Quality Act in certain circumstances, including, but not limited to, the following (Sec. 1):
    • The project is executed as the result of a tribal-state gaming compact;
    • The project is executed through an intergovernmental agreement between a tribe and a county or city government as the result of a tribal-state gaming compact; or
    • The project is executed through an intergovernmental agreement between a tribe and the Department of Transportation as the result of a tribal-state gaming compact.
  • Specifies that the Department of Transportation and all cities and counties in the state are not exempt from the requirements of the California Environmental Quality Act (Sec. 1).
