Title: Authorizes Parents to Petition for Certain School Actions

Vote to pass a bill that authorizes parents to petition for certain schools to transition to a charter school or seek to dismiss school administration, effective November 1, 2013.

Highlights:

  • Authorizes a parent or guardian of a student at a “qualifying school” to sign a petition to transition the school to a charter school or seek to terminate the school’s principals and assistant principals (Sec. 4-5).
  • Defines “qualifying school” as a school that has received a “D” or “F” on the Oklahoma School Testing Program 2 consecutive years prior to the submission of the petition or 2 of 3 most recent years prior to the submission of the petition (Sec. 3).
  • Requires the following number of signatures on the petition to implement the provisions of this bill (Sec. 4):
    • Total number of students enrolled at the school on the day the petition is submitted, divided by 2 and plus 1 if the total number of students is even; or
    • Total number of students enrolled at the school on the day the petition is submitted, divided by 2 and plus 0.5 if the total number of students is odd.
