Title: PA Clean Vehicles Program

Vote Smart's Synopsis:

Vote to pass a bill that establishes a low-emission vehicle program standard consistent with the one adopted by the California Air Resource Board, better known as LEV II, with some exceptions, and allows manufacturers to comply with these standards or the Environmental Protection Agencies' pollution control standards for new and in-use highway engines.

    - Vehicles transferred by one dealer to another for sale outside of the state; - Vehicles transferred for exclusively off highway usage; - Vehicles transferred for registration; - Vehicles granted a national security or testing exemption under the Clean Air Act; - Vehicles held for daily lease to the public which are registered and used primarily outside the state; - Vehicles used for interstate commerce and are used and registered primarily outside the state; - Vehicles obtained by a resident of the state for the purpose of replacing a vehicle of another individual that was damaged or stolen if the replacement is from outside the state; - Vehicles transferred by inheritance or ordered by the court to be transferred; - Vehicles labeled as a military tactical vehicle or with engines used in military tactical vehicles; - Vehicles registered in the state before the effective date of this act; - Vehicles having a certificate of conformity under the Clean Air Act and are originally registered in another state due to the owner's previous residence; - Vehicles transferred for purposes of salvage; and - Vehicles bought or borrowed from an out-of-state dealer by a resident of the state.
