Vote to pass a joint resolution proposing a Constitutional amendment that states: "only a marriage between one man and one woman shall be valid or recognized as a marriage in this Commonwealth, and neither the Commonwealth nor any of its political subdivisions shall create or recognize a legal union identical or substantially equivalent to that of marriage for unmarried individuals."

NOTE: AN AMENDMENT TO THE CONSTITUTION IS A THREE-STEP PROCESS. FIRST, IT REQUIRES APPROVAL OF A MAJORITY IN BOTH THE HOUSE AND SENATE. SECOND, FOLLOWING AN ELECTION YEAR IT REQUIRES ANOTHER MAJORITY VOTE BY THE NEXT GENERAL ASSEMBLY, AND THIRD, APPROVAL BY THE VOTERS DURING A GUBERNATORIAL ELECTION.
