Vote to pass a bill that establishes a theater liquor license for the sale and consumption of alcohol on theater premises.

Highlights:

• Establishes a theater liquor license for theaters with up to 4 screens to sell beer, wine, or both for consumption on theater premises (Sec. 1).

• Requires the theater to provide an “alcohol control plan” to the Washington State Liquor Control Board at the time of application if the theater authorizes minors on the theater premises (Sec. 1).

• Defines “alcohol control plan” as a written, dated, and signed plan that shows the following information (Sec. 1):
• Where and when alcohol is permitted;
• Where and when minors are permitted; and
• The measures taken to ensure minors are not able to obtain alcohol or be exposed to areas where alcohol consumption “predominates”.

• Requires the alcohol control plan to be “prominently” posted on the premises, if approved by the Board (Sec. 1).

• Requires any theater employee involved in the serving of beer or wine to have completed an alcohol server training program and to have an alcohol server permit (Secs. 1 & 3).

• Establishes an annual fee of $400 for the theater liquor license (Sec. 1).

• Specifies that fines and suspensions for theaters are doubled for violations involving minors or for not following the alcohol control plan (Sec. 1).
