Vote Smart's Synopsis:

Vote to concur with Senate amendments and pass a bill that amends state campaign finance laws.

Highlights:

• Increases the limit an individual or political committee may contribute to a candidate from $500 to the following amounts (Sec. 13):
• $3,000 to a candidate for statewide office or retention as justice of the Supreme Court; and
• $1,000 to a candidate for re-election as a judge of a district court of appeal, legislative office, multicounty office, countywide office, or a candidate for county court judge or circuit judge.

• Increases the number of expenditure and contribution reports a treasurer designated by a candidate or political committee and an electioneering communication organization must file from 1 each quarter to 1 each month (Secs. 9 & 11).  

• Requires a statewide candidate or political committee to file a report each week beginning 60 days prior to the primary election and ending with a submission 4 days prior to the general election (Sec. 9).

• Requires a statewide candidate or political committee to file a report each day beginning 10 days prior to the general election and ending the day before the election (Sec. 9).

• Prohibits a committee of continuous existence from accepting contributions beginning August 1, 2013 (Sec. 2).

• Requires a committee of continuous existence to have a balance of $0 on September 30, 2013 (Sec. 2).

• Authorizes a committee of continuous existence to make unlimited contributions to a political committee (Sec. 2).

• Authorizes a candidate elected to state office to retain up to $20,000 in his or her campaign account for the use in the next campaign for the same office (Sec. 15).
