Vote to pass a bill that requires public school teachers to pay union fees, effective July 1, 2013.
Highlights:
- Requires a public school employer to negotiate with the employee organization, designated as the exclusive representative for the public school employees, a “reasonable” service or representation fee to be charged to nonmembers (Sec. 1).
- Requires the exclusive representative to establish and maintain a procedure that provides nonmembers with the following information (Sec. 1):
- An “adequate” explanation of the basis for the service or representation fee; and
- An opportunity to challenge the amount of the fee.
- Requires the public school employer to deduct the service or representation fee from the earnings of nonmember employees in accordance with a schedule provided by the exclusive representative and directly transfer the amount deducted to the exclusive representative (Sec. 1).
- Requires the fee for a county with a negotiated service or representation fee before July 1, 2013 to be consistent with the requirements of this bill (Sec. 1).
