Title: Amends Hair Care Regulations

Vote to pass a bill that establishes requirements for the practice of "natural hair care" beginning January 1, 2014.

Highlights:

  • Establishes a separate field of practice within barbering practices designated as “natural hair care,” subject to separate licensing and certification requirements (Secs. 1, 2 & 4). 
  • Defines “natural hair care” as consisting of, but not limited to, the following (Sec. 1):
    • The braiding, cornrowing, extending, weaving, or wrapping of hair through the use of hands, clips, combs, or hairpins;
    • The use of scissors to trim synthetic fibers, hair extensions or sewn-in weave extensions; or
    • The making of customized wigs from natural hair, natural fibers, synthetic fibers or hair extensions.
  • Requires the Oregon Health Licensing Agency to establish rules and collect fees in regards to the field of natural hair care (Sec. 8).
