Title: Expands Medicaid Eligibility

Vote to pass a bill that expands Medicaid eligibility.

Highlights:

  • Expands state Medicaid eligibility to include an individual whose household’s modified adjusted gross income is greater than 100 percent and below or equal to 133 percent of the federal poverty guidelines, effective January 1, 2014 (Sec. 7).
  • Requires the director of the Department of Health Services to administer and collect an assessment on hospital revenues for the purpose of funding the state’s portion of Medicaid costs for newly eligible individuals (Sec. 7).
  • Repeals the Medicaid eligibility expansion provided by this bill if 1 of the following events occur (Sec. 7):
    • The percentage of federal Medicaid assistance is less than 80 percent; or
    • The amount collected by assessments on hospital revenues is insufficient to cover the state’s portion of Medicaid costs.
  • Repeals the provisions of this bill that expand Medicaid eligibility and require an assessment on hospitals on January 1, 2017 (Sec. 44).
  • Requires the administration of the state Medicaid program to submit an annual report on any change in uncompensated hospitals costs during the previous year to the Speaker of the House of Representatives, the President of the Senate, the directors of the Joint Legislative Budget Committee, and the Governor’s Office of Strategic Planning and Budgeting, beginning October 1, 2013 (Sec. 36).
