Vote to pass a bill that authorizes mutuel wagering on electronically reproduced historic horse races.

Highlights:

• Authorizes the Oregon Racing Commission to allow a licensed race operator to conduct electronic mutuel wagering on historic horse races if the following conditions are met (Sec. 2):
• The races were actual events held at race courses during meets;
• The races were subject to mutuel wagering at the time they were originally held; and
• The races were approved by the commission or an equivalent regulatory body.

• Authorizes wagering on horse races displayed as a video or audio recording (Sec. 2).

• Prohibits wagering on any animation, simulation, or other artificial representation of horse racing (Sec. 2).

• Prohibits off-course horse wagering or multi-jurisdictional simulcasting for historic horse races (Sec. 2).
