  • Establishes the Division of Medical Marijuana Enforcement, within the Department of Alcoholic Beverage Control, to enact and enforce statewide guidelines governing the cultivation, processing, manufacturing, testing, transportation, distribution, and sale of medical marijuana (Sec. 2).
  • Requires the Division of Medical Marijuana Enforcement to establish a mandatory commercial registration program and a scale of fees by July 1, 2014 (Sec. 3).

    • To approve or deny mandatory registration applications for the cultivation, manufacturing, testing and labeling, transportation, distribution, and sale of medical marijuana.
