Vote to pass a bill that establishes the Division of Medical Marijuana Enforcement to regulate medical marijuana.

Highlights:

• Establishes the Division of Medical Marijuana Enforcement, within the Department of Alcoholic Beverage Control, to enact and enforce statewide guidelines governing the cultivation, processing, manufacturing, testing, transportation, distribution, and sale of medical marijuana (Sec. 2).

• Requires the Division of Medical Marijuana Enforcement to establish a mandatory commercial registration program and a scale of fees by July 1, 2014 (Sec. 3).

• Specifies that the responsibilities of the Division of Medical Marijuana Enforcement include, but are not limited to, the following responsibilities (Sec. 3):
• To establish a scale of fees for the cultivation, manufacturing, testing, transportation, distribution, and sale of medical marijuana and medical marijuana products;
• To adopt, amend and rescind “reasonable” guidelines for the cultivation, manufacturing, transportation, distribution, and sale of medical marijuana; and
• To approve or deny mandatory registration applications for the cultivation, manufacturing, testing and labeling, transportation, distribution, and sale of medical marijuana.
