Title: Establishes Council to Review Legislative Pay Changes

Vote to pass a bill that submits a constitutional amendment to the voters that amends the legislature's salary setting capabilities, effective January 1, 2017.

Highlights:
  • Amends the constitution to require a council consisting of the following members to prescribe the salary of senators and representatives (Sec. 1):
    • 1 individual from each congressional district appointed by the state Supreme Court who is not a judge; and
    • 1 member from each congressional district appointed by the governor. 
  • Requires the constitutional amendment to remove legislators’ ability to set their own salaries to be approved by voters in the 2016 general election (Sec. 2).
  • Establishes a Compensation Council that convenes each odd-numbered year to determine the compensation of the following individuals (Sec. 3):
    • Constitutional officers;
    • Justices of the Supreme Court;
    • Judges of the Court of Appeals and district court; and
    • Heads of state and metropolitan agencies.
  • Specifies that the Compensation Council is to be composed of the following members (Sec. 4):
    • 8 nonjudges appointed by the chief justice of the Supreme Court of whom no more than 4 may belong to the same political party; and
    • 1 member from each congressional district appointed by the governor of whom no more than 4 may belong to the same political party.
