Vote to concur with Senate amendments and pass a bill that authorizes driver's licenses for individuals ineligible for a social security account number, effective January 1, 2015.

Highlights:

• Requires the Department of Motor Vehicles to issue an original driver’s license to an individual who is unable to submit satisfactory proof that his or her presence in the United States is authorized under federal law if the applicant meets all other qualifications for licensure and provides proof of his or her identity and California residency (Sec. 15).

• Specifies that a license issued to an individual who is unable to submit satisfactory proof that his or her presence in the United States is authorized under federal law will include a distinguishable feature on the front of the card, such as the letters “DP” instead of “DL” (Sec. 15).

• Requires a license issued to an individual who is unable to submit satisfactory proof that his or her presence in the United States is authorized under federal law to include the following notice (Sec. 15):

Highlights:

• Authorizes the Department of Motor Vehicles to issue a driver’s license to an applicant who provides satisfactory proof that his or her presence in the United States is authorized under federal law (Sec. 7).

• Authorizes the Department of Motor Vehicles to issue a driver’s license to an applicant who is not eligible for a social security account number, but provides all of the following documents (Sec. 7):
• A valid, unexpired consular identification document issued by a consulate from the applicant’s country of citizenship, or a valid, unexpired passport from the applicant’s country of citizenship;
• Proof of age;
• Proof of California residence; and
• Proof of identity by providing certain documents including, but not limited to, the following documents:
• A marriage license or divorce certificate;
• A foreign driver’s license;
• An official school or college transcript; or
• An income tax return.
