Vote to adopt an amendment to HR 3 that prohibits the bill from taking effect until the President determines that all product transported by the Keystone XL pipeline will be used in the domestic market.
Highlights:
- Prohibits this bill from taking effect until the President has determined that all of the crude oil and bitumen that is transported by the Keystone XL pipeline and its resulting refined oil products will be entered into the domestic market for use as fuel or other manufacturing purposes in the United States, except in the following circumstances (Sec. 9):
- The President considers an exception to this prohibition to be in the national interest; or
- An exception is necessary under the Constitution, a law, or an international agreement.
