Vote to pass a bill that expands Medicaid coverage, authorizes the issuance of bonds to repay hospital debt, and establishes a new wholesale liquor contract.

Highlights:

  • Expands Medicaid eligibility to include the following individuals who have an income at or below 133 percent of the federal poverty line, plus 5 percent for the applicable family size, and are not otherwise eligible for medical assistance (Sec. C):
    • Individuals 21 to 64 years of age, beginning January 1, 2014; and 
    • Individuals 19 to 20 years of age, beginning October 1, 2019.
  • Authorizes the Maine Municipal Bond Bank to issue liquor operation revenue bonds in an amount up to $188.5 million (Sec. B).
  • Establishes the Health Care Liability Retirement Fund within the Department of Health of Human Services to consist of proceeds from the sale of liquor operation revenue bonds (Sec. B).
  • Requires money in the Health Care Liability Retirement Fund be used to make payments to health care providers for services provided prior to December 1, 2012, under the MaineCare program (Sec. B).
  • Requires the Commissioner of Administrative and Financial services to enter into the following wholesale liquor contracts, each for a term of 10 years and to be awarded through a competitive bidding process (Sec. A):
    • A contract for warehousing, distribution, and “spirits administration;” and
    • A contract for “spirits trade marketing.”
