Vote to pass a bill that authorizes individuals to obtain a driver card without providing proof of legal residency in the United States.

Highlights:
  • Establishes the “driver card” to be issued to an individual for the driving of a motor vehicle (Sec. 2).
  • Authorizes the Department of Transportation to issue, renew, or replace a “driver card” without requiring an individual to provide proof that he or she is a legal resident of the United States (Sec. 2).
  • Authorizes an individual to obtain a driver card if he or she meets certain requirements including, but not limited to, the following conditions (Sec. 2):
    • Provides proof of identity and date of birth;
    • Provides proof of residency in Oregon for at least 1 year; and
    • Provides a social security number or a written statement that the individual has not received a social security number.
  • Limits the issuance of a driver card to an individual for the following purposes (Sec. 4):
    • To provide evidence of a grant of driving privileges to the individual;
    • To provide identification of the individual as an organ donor;
    • To provide identification of the individual as an emancipated minor or a veteran; and
    • To provide a driver’s license number.
