• Requires the General Assembly to adopt a joint resolution that provides delegates and alternate delegates with instructions when appointed regarding rules of procedure and any other matters the General Assembly “considers necessary” (Sec. 1).

• Specifies that a vote cast by a delegate or alternate delegate is void if outside of the scope of the instructions provided by the joint resolution or the limits of the joint resolution that originally called for the United States constitutional convention (Sec. 1).
