Title: Prohibits the Use of Unmanned Aircrafts

Vote to pass a bill that limits the use of manned and unmanned aircraft.

Highlights:

  • Prohibits an individual, entity, or state agency from using a manned aircraft, drone, or unmanned aircraft for the following purposes (Sec. A):
    • To gather evidence or other information pertaining to criminal conduct without a warrant; or
    • To conduct surveillance or observation on any individual or property without the consent of the individual or property owner.
  • Authorizes a law enforcement agency to use a manned aircraft, drone, or unmanned aircraft if “exigent circumstances” exist (Sec. A).
  • Specifies that “exigent circumstances” exist if a law enforcement agency possesses “reasonable” suspicion that, under particular circumstances, swift action is necessary to prevent loss of life (Sec. A).
  • Authorizes a Missouri-based higher education institution to use a manned aircraft, drone, or unmanned aircraft to conduct educational research or a training program with the United States Department of Defense (Sec. A). 
  • Prohibits any information obtained in violation of this bill from being used as admissible evidence in any court of law (Sec. A).
