Title: 2013-2014 Economic Development Budget

Vote to pass a bill that increases funding for public education.

Highlights:

-Appropriates $18 million to achieve the goals of the High Quality Jobs program (Sec. 3).

-Establishes a workforce development program account under the authority of the State Treasuries Office and appropriates a maximum of $6 million per year to the workforce development account (Secs. 6 & 24).

-Authorizes the workforce development program to provide assistance in the form of grants and loans to the following groups (Sec. 3):

o Community Economic Development entities that engage in efforts to recruit Iowa citizens or students into the local workforce;

o Companies established by women; and

o Groups conducting research in agriculture, advanced technology, or biotechnology.

-Appropriates $2.67 to the Department of Workforce Development to reopen satellite field offices in Ames, Atlantic, Denison, Newton, and Clinton (Sec. 15). 

-Appropriates $3.69 million to the Department of Cultural Affairs for the support and maintenance of historic sites (Sec. 1).

-Appropriates $106,560 for the purpose of employing additional investigators to investigate wage enforcement (Sec. 15).

-Appropriates funds in excess of the first $20,000 collected each fiscal year by the commissioner of the state treasury to the Department of Workforce Development (Sec. 28).

-Appropriates unencumbered funds or funds unobligated at the close of the fiscal year to remain available for expenditure for purposes designated in this bill in future fiscal years (Sec. 34)

-Appropriates $106,560 for the purpose of employing additional investigators to investigate wage enforcement (Sec. 15).

-Appropriates funds in excess of the first $20,000 collected each fiscal year by the commissioner of the state treasury to the Department of Workforce Development (Sec. 28).

-Appropriates unencumbered or unobligated funds at the close of the fiscal year to remain available for expenditure for purposes designated in this bill (Sec. 34).
