Vote to pass a bill that prohibits a local government from enacting compensation or benefits requirements.

Highlights:
  • Prohibits a city, county or local government unit from requiring that an employer provide employees any leave of work, pay compensation for leave of absence, or pay compensation at a rate higher than the minimum wage required by state or federal law with the following exceptions (Sec. 1):
    • Any state economic development incentive programs; or
    • Any city, county, local government or local economic development agency business attraction, retention, or recruitment programs.
  • Prohibits a city, county, or local government unit from favoring or discriminating against a construction contractor or subcontractor who performs work on a real estate construction or infrastructure project that provides or does not provide the following benefits (Sec. 2):
    • Any paid or unpaid time off work;
    • Any compensation for a leave from work;
    • Any wage at a rate higher than the minimum wage; or
    • Any other employee benefit.
  • Exempts compensation or benefit requirements enacted by a local government that are required by federal or state law (Secs. 1 & 2).
