Vote to pass a bill that establishes an artisan distiller's permit for the annual commercial manufacture of up to 10,000 gallons of liquor, effective July 1, 2013.

Highlights:

• Establishes an artisan distiller's permit for the commercial manufacture of liquor, which is issued for 2 years for an annual fee of $250 (Sec. 6).

• Defines “artisan distiller” as an individual who holds an artisan distiller's permit and desires to commercially manufacture liquor (Sec. 6).

• Limits an artisan distiller’s annual production to a maximum of 10,000 gallons of liquor, excluding that which is sold through a wholesaler (Sec. 6).

• Authorizes an artisan distillery to do the following (Sec. 6):
• Manufacture, bottle and store liquor manufactured by the artisan distiller;
• Transport, sell, and deliver liquor manufactured by the artisan distiller;
• Sell liquor manufactured by the artisan distiller by the drink, bottle, or case from the premises of the distillery; and
• Serve complimentary samples of the liquor manufactured by the artisan distiller on the premises of the distillery.

• Requires an individual applying for an artisan distiller's permit to hold 1 of the following permits for at least 3 years prior to the date of the application (Sec. 6):
• A farm winery permit;
• A brewer's permit; or
• A distiller's permit.
