Title: Amends Education Provisions

Vote to pass a bill that amends education provisions and establishes pilot programs, professional development models for teachers, and a "teacher leadership supplement" to help fund these amendments.

Highlights:

  • Appropriates $400 per pupil for the budget year beginning July 1, 2014, and $400 plus an “allowable amount of growth” for the budget year beginning July 1, 2015 for the “teacher leadership supplement” fund (Sec. 18).
  • Requires a school district to adopt a teacher career path, leadership role, and compensation model or develop a comparable model to qualify for the teacher leadership supplement (Secs. 32-34).
  • Requires a teacher career path, leadership role, and compensation model or a comparable model to meet certain requirements, including, but not limited to the following requirements (Sec. 35):
    • To provide multiple, differentiated teacher leadership roles beyond the initial teacher and career teacher levels;
    • To provide a professional development system; and
    • To maintain a rigorous selection process in determining teacher leadership positions.
  • Increases the teacher minimum salary to $35,000 (Secs. 27, 28 & 32).
  • Establishes salary supplements for teachers within a teacher career path, leadership role, and compensation model or a comparable model including, but not limited to the following amounts (Sec. 32-34):
    • $2,000 for a “model teacher;”
    • $5,000 for a “mentor teacher;” and
    • $10,000 for a “lead teacher.”
  • Establishes an “Economically Challenged Schools Grant Program” to fund pilot projects designed to meet the needs of pre-kindergarten through 12th grade students who are not proficient in reading or mathematics (Sec. 39).
