Vote to pass a bill that authorizes $1.1 billion in bonds for the construction and improvement of Baltimore City public schools, effective July 1, 2013.

Highlights:

  • Authorizes $1.1 billion in bonds to the Maryland Stadium Authority for the purpose of financing the construction of and improvements to Baltimore City public schools (Sec. 1).
  • Specifies that bonds are to be paid through state lottery revenues, city revenues, and from the city school system budget (Sec. 1). 
  • Requires Baltimore City to deposit the following into the Baltimore City Public School Construction Financing Fund (Sec. 1):
    • All revenues and receipts from the city beverage container tax; 
    • Proceeds from table games at the video lottery facility located in Baltimore City; and 
    • 10% of the participation rent paid to Baltimore City by the operator of the video lottery facility located in Baltimore City. 
  • Establishes the Baltimore City Public School Construction Facilities Fund, which consists of the following (Sec. 1): 
    • Funds transferred from the Baltimore City Public School Construction Financing Fund; and
    • Any additional money from any public source.
  • Requires the following agencies to agree to the terms of designs and improvements to a Baltimore City public school facility before any bonds may be issued (Sec. 1):
    • Maryland Stadium Authority;
    • Baltimore City Board of School Commissioners;
    • Baltimore City Public Schools; and
    • Interagency Committee on School Construction.
  • Requires the above agencies to report annually on October 1 to the Board of Public Works on the progress of replacements, renovations, and maintenance of Baltimore City Public Schools (Sec. 1). 
  • Requires the Board of Public Works to approve proposals before they may go into effect (Sec. 1).
