Title: Amends Liquor Licensing Laws

Vote to adopt a conference report that amends liquor licensing laws.

Highlights:

  • Establishes the “master full-service restaurant license” and “master limited-service restaurant license” for the storage, sale, offer for sale, furnishing, consumption, and distribution of an alcoholic product on the premises of multiple locations of the license holder’s restaurants (Secs. 7 & 8).
  • Authorizes the Alcoholic Beverage Control Commission to issue master full-service and master limited-service restaurant licenses to individuals in the following circumstances (Secs. 7 & 8):
    • The restaurant license includes at least 5 restaurant locations;
    • The individual owns each of the restaurants; and
    • The individual establishes that each restaurant separately meets all requirements of either a full-service or limited-service restaurant.
  • Specifies that the initial license fee for a master full-service restaurant license is $10,000 and the initial license fee for a master limited-service restaurant license is $5,000 (Secs. 7 & 8). 
  • Specifies that provisions regarding the transferability of retail licenses are not applicable to master full-service and master-limited restaurant licenses (Sec. 10).
