    • A measure that repeals all or part of the decreases in Medicare spending included in the Patient Protection and Affordable Care Act or the Health Care and Education Reconciliation Act of 2010; or
    • A measure that amends the Internal Revenue Code.
  • Transfers the federal share of Medicaid spending into a flexible state allotment that is indexed for inflation and population growth (Sec. 501).
  • Specifies that Congress should enact legislation during fiscal year 2014 that provides for a “comprehensive reform” of the U.S. tax code including, but not limited to, reducing the corporate tax rate to 25 percent and repealing the Alternative Minimum Tax (Sec. 702).
