Vote to pass a bill that establishes procedures for certain individuals to vote electronically while abroad, effective July 14, 2014.

Highlights:

• Requires the Secretary of State to implement an electronic transmission system through which a “covered voter” may apply for and receive voter registration materials, absentee ballots, and other election information (Sec. 4).

• Defines "covered voters" as certain military and overseas voters, including, but not limited to (Sec. 2):
• A member of the active or reserve components of the armed forces who is on active duty; or
• An overseas voter who was last eligible to vote in Kentucky and otherwise satisfies the voter eligibility requirements.

• Requires the Secretary of State to implement an electronic system to allow covered voters to determine if the voter's ballot application and ballot have been received and accepted (Sec. 14).

• Authorizes covered voters to request a sample ballot from the Secretary of State or from a local election official to be sent by mail, fax, or email (Sec. 16).

• Requires the Secretary of State and local election jurisdictions to maintain a website that makes sample ballots available online (Sec. 16).

• Specifies that an email address provided by any voter may not be made available to the public (Sec. 15).

• Requires the election official in each jurisdiction to send a ballot and ballot materials at least 45 days prior to the election through mail, email, fax, or another electronic transmission system to all registered covered voters who have applied for a ballot by that date (Sec. 9).

• Requires the election official in each jurisdiction to send a ballot and ballot materials to all covered voters no later than 3 days after the voter’s ballot application is received, if the application is received fewer than 45 days prior to the election (Sec. 9).

• Requires the Secretary of State to create a declaration for covered voters to swear or affirm their identity, eligibility to vote, status as a covered voter, and timely and proper completion of a military-overseas ballot (Sec. 4).

• Requires applications for a military-overseas ballot to be received by the close of business hours 7 days before an election (Sec. 8).

• Requires ballots to be received by the appropriate local election official no later than the time established by the election laws for the closing of the polls (Sec. 10).

• Specifies that the provisions of this bill apply to all elections for federal, state, and local offices and ballot measures (Secs. 3 & 11).
