Title: Expands Eligibility for Medi-Cal Program

Vote Smart's Synopsis:

Vote to pass a bill that expands Medi-Cal coverage to certain low income residents, beginning January 1, 2014.

Highlights:

  • Expands Medi-Cal coverage to the following individuals as part of the implementation of the Patient Protection and Affordable Care Act (Secs. 1, 6 & 29):
    • Individuals whose incomes are below 133 percent of the federal poverty level;
    • Individuals over the age of 65; and
    • Individuals under the age of 26 who are former foster care recipients.
  • Requires Medi-Cal coverage to include the services outlined in the essential health benefit package defined by the Patient Protection and Affordable Care (Sec. 28).
  • Prohibits eligibility determination from including assets or resources tests if an individual’s financial eligibility for Medi-Cal is determined by the modified adjusted gross income (MAGI) (Sec. 16). 
  • Requires that 5 percent of income be disregarded when calculating Medi-Cal eligibility for individuals whose income is determined by MAGI (Sec. 16).
  • Requires the eligibility of MAGI-determined Medi-Cal beneficiaries to be renewed once every 12 months (Sec. 26).
  • Authorizes individuals to state and affirm their date of birth, family size, household income, state residence, and any other applicable criteria rather than providing a document to determine Medi-Cal eligibility (Sec. 29).
