Title: 2013-2014 Supplemental Budget

Vote to adopt a conference report that supplements appropriations for fiscal year 2013-2014.

Highlights:

  • Establishes a one-time, retention incentive payment for qualifying employees of up to 1 percent of each employee’s base salary, up to $120,000, to be distributed in the October payroll (Sec. 330).
  • Defines “qualifying employee” as an employee of the state executive branch, the judicial branch, the legislative branch, a school district, a community college, or the University of Wyoming whose salary is not set by statute, among other provisions (Sec. 330).
  • Appropriates a total of $1.36 million and 8 full-time positions to the Superintendent of Public Instruction (Sec. 5).
  • Appropriates $20 million to the emergency fire suppression account for the suppression of fires (Sec. 60).
  • Increases the appropriation to the Department of Health by $6.67 million and specifies that this is considered a one-time funding for the purpose of enacting the mandatory Medicaid expansion (Sec. 48). 
  • Appropriates $100,000 to the Insurance Department as one-time funding for activities relating to health insurance exchanges (Sec. 44).
  • Increases the appropriation to the University of Wyoming by $55 million for the construction of a new engineering building (Sec. 67).
