Title: Establishes Transportation Appropriations and Highway Speed Limit

Vote to pass a bill that authorizes the Ohio Turnpike and Infrastructure Commission to issue revenue bonds to fund infrastructure projects and amends certain speed limits, effective July 1, 2013.

Highlights:

  • Authorizes the Ohio Turnpike and Infrastructure Commission to issue revenue bonds to fund infrastructure projects approved by the Department of Transportation (Sec. 101.01).
  • Requires the Ohio Turnpike and Infrastructure Commission to establish rules for selecting infrastructure projects for funding by revenue bonds, which will include, but are not limited to, the following considerations (Sec. 101.01):
    • The impact on traffic density and flow of the Ohio turnpike system;
    • The enhancement on the access to and use of the Ohio turnpike system; and
    • The impact on the toll revenues of the Ohio turnpike system.
  • Requires at least 90 percent of infrastructure project funding to be used for projects at least partially located within 75 miles of the Ohio turnpike system (Sec. 101.01).
  • Prohibits the increase of toll rates until 2023 if the toll is both collected in accordance with a multi-jurisdiction electronic toll collection agreement (E-Z Pass) and the distance traveled is less than 30 miles (Sec. 101.01).
  • Establishes the following speed limits on all freeways (Sec. 101.01):
    • 55 miles per hour in congested areas located within a municipal corporation or an interstate freeway outerbelt;
    • 65 miles per hour in urban areas that are part of an interstate freeway outerbelt; and
    • 70 miles per hour on all freeways that are part of the interstate system and located outside urbanized areas.

  • Prohibits the Ohio Turnpike Commission from raising turnpike toll rates until 2023 if the toll is both collected in accordance with a multi-jurisdiction electronic toll collection agreement (E-Z Pass) and the distance traveled is less than 30 miles (Sec. 101.01).
  • Authorizes an individual who uses an E-ZPass to pay for turnpike tolls to claim a corresponding income tax credit in an amount equal to the percentage change in toll rates paid that is greater than the annual rate of inflation as determined by the consumer price index (Sec. 101.01)
