Vote to concur with Senate amendments and pass a bill that expands prevailing wage requirements for public work projects.

Highlights:

• Requires the Department of Labor and Industrial Relations to investigate and determine the prevailing hourly rate of wages for heavy and highway construction work and to accept and consider information regarding local wage rates through paper or electronic formats (Sec. A). 

• Defines “prevailing hourly rate of wages” as wages generally paid to public works laborers in the location where the work is being performed (Sec. A). 

• Requires the Department to annually determine the prevailing hourly rate of wages in each locality for each separate occupational title and to accept and consider information regarding local wage rates through paper or electronic formats (Sec. A). 

• Requires the Department to consider the applicable wage rates established by collective bargaining agreements, in the absence of any reported wages, when determining the prevailing wage rate for an occupational title in certain localities (Sec. A).

Highlights:

• Exempts construction work performed on schools from prevailing wage requirements if the school board of the district approves the exemption (Sec. A).

• Defines “prevailing hourly rate of wages” as the wages generally paid to laborers, workmen, and mechanics in the location where the work is being performed (Sec. A).

• Specifies that construction work performed on schools in counties with a charter form of government are not exempt from prevailing wage requirements (Sec. A).

• Specifies that construction work does not include maintenance work (Sec. A).

• Defines “maintenance work” as the repairing, but not replacing, of existing facilities, including repairs that restore existing facilities to a previous state, improve the utility, or enhance the appearance of existing facilities (Sec. A).
