  • Appropriates funds to the Navy for military functions for fiscal year 2013 including, but not limited to, the following (Div. C, Titles I, II & IV): 
    • $26.90 billion for personnel;
    • $1.87 billion for Reserve personnel;
    • $41.62 billion for operations and maintenance;
    • $1.26 billion for operations and maintenance of the Navy Reserve; and
    • $16.96 billion for expenses necessary for research, development, testing, and evaluation.
  • Appropriates funds to the Marine Corps for military functions for fiscal year 2013 including, but not limited to, the following (Div. C, Titles I & II):
    • $12.53 billion for personnel;
    • $658.25 million for Reserve personnel;
    • $6.04 billion for operations and maintenance; and
    • $277.38 million for operations and maintenance of the Marine Corps Reserve.
  • Appropriates $31.86 billion for nonmilitary activities and agencies of the Department of Defense for expenses necessary for operations and maintenance (Div. C, Title II).
  • Appropriates $18.63 billion for nonmilitary activities and agencies of the Department of Defense for expenses necessary for research, development, testing, and evaluation (Div. C, Title IV).
  • Prohibits an agency of the Department of Defense from expending any funds appropriated in this act, unless the agency complies with the Buy American Act (Sec. 8035).
  • Appropriates $60.60 billion to the Department of Veteran Affairs for activities that include, but are not limited to, the payment of compensation benefits, pension benefits, and burial benefits (Div. E, Title II).
  • Appropriates funds to the National Aeronautics and Space Administration for fiscal year 2013 including, but not limited to, the following (Div. B, Title III):
    • $5.14 billion for science;
    • $570 million for aeronautics; 
    • $3.89 billion for exploration; and
    • $3.95 billion for space operations.
  • Appropriates funds to the Department of Commerce for fiscal year 2013 including, but not limited to, the following (Div. B, Title I):
    • $482.54 million for the International Trade Administration;
    • $667.95 million for the Bureau of the Census for periodic censuses and programs;
    • $2.93 billion for the Patent and Trademark Office; and
    • $621.17 million for the National Institute of Standards and Technology.
  • Appropriates funds to the Department of Justice for fiscal year 2013 including, but not limited to, the following (Div. B, Title II):
    • $1.20 billion for the United States Marshals Service;
    • $8.19 billion for the Federal Bureau of Investigation (FBI);
    • $2.05 billion for the Drug Enforcement Administration (DEA); and
    • $6.82 billion for the Federal Prison System.
  • Appropriates funds to the Department of Homeland Security for fiscal year 2013 including, but not limited to, the following (Div. D, Titles I, II & III):
    • $322.28 million for analysis and operations;
    • $8.29 billion for U.S. Customs and Border Protection;
    • $324.10 million for border security fencing, infrastructure, and technology;
    • $5.39 billion for U.S. Immigration and Customs Enforcement; and
    • $973.12 million for the Federal Emergency Management Agency (FEMA).
  • Requires the secretaries of the military departments to continue tuition assistance programs for members of the armed forces for fiscal year 2013 (Sec. 8129).
  • Appropriates $7.05 billion for the special supplemental nutrition program for Women, Infants, and Children (WIC) through September 30, 2014 (Div. A, Title IV).
  • Appropriates $77.29 billion for the Supplemental Nutrition Assistance Program (SNAP) through September 30, 2014 (Div. A, Title IV).
  • Appropriates $1.53 billion to the National Institute of Health (Sec. 1508).
  • Appropriates $1 billion to the Department of Agriculture for expenses and services authorized by the Federal Meat Inspection Act, the Poultry Products Inspection Act and the Egg Products Inspection Act (Div. A, Title I).
  • Requires the Department of Agriculture to employ at least 148 full-time inspection and enforcement positions required by the Humane Methods of Slaughter Act (Div. A, Title I).
